On 16 September 2021, Island Green Power Ltd submitted a Development of National Significance (DNS) application to the Planning and Environment Decisions Wales (PEDW) department of the Welsh Government. The application was confirmed as valid and accepted on the 28th October 2021. PEDW carried out a 5 week consultation which ended on 10 December 2021. All of the representations received during the consultation, as well as the Local Impact Report, have been published on the DNS project website - https://gov.wales/development-national-significance-dns-application-brynrhyd-solar-farm.
Following the closure of the 5 week consultation period, the Applicant submitted a request to amend the application to specifically respond to the design comments put forward by the Local Planning Authority. The request was accepted by PEDW on 23 December 2021 and the Applicant intends to submit the variations by 20th January 2022. PEDW will then carry out additional consultation over the proposed amendments only.

What is Brynrhyd Solar Farm?
The main element of the scheme is the installation of ground mounted solar panels. There will also be electrical connection infrastructure and the point of connection into the local electricity grid is located to the north of the site at Western Power Distribution Ammanford Primary substation which is located to the south of Ty Croes.
An operational lifespan of 40 years would be sought. By virtue of its potential export capacity, which stands at 30MW, this project constitutes a Development of National Significance. Therefore, instead of applying to the Local Planning Authority for Planning Permission, the application must be made to the Welsh Government for determination.
The process for applying for a Development of National Significance is set out by the Development of National Significance (Procedure) (Wales) Order 2016 and subsequent Regulations. The application process is managed by the Planning and Environment Decisions Wales (PEDW) department of the Welsh Government.
Where Is Brynrhyd Solar Farm?
The main site covers approximately 72 hectares and is located on land near Llanedi, Carmarthenshire, Wales, SA18 3PL. The site is located within the administrative area of Carmarthenshire County Council.
The site has been carefully selected as part of a detailed feasibility process. Consideration has been given to, amongst other things, grid capacity, solar irradiation, topography, residential amenity, environmental designations, cultural heritage, ecology & biodiversity, flood risk and highways.
What are the Benefits of the Solar Farm?
The main benefits of the development proposed are:

Subsidy free. Brynrhyd Solar Farm will not require government subsidy. Solar is now one of the most cost-effective sources of clean renewable electricity generation in the UK.

Assist with enabling Carmarthenshire and the south west region to play its part in reducing greenhouse gas emissions in line with local, national and international targets.

Our strategy is to allow sheep within the solar farm thus allowing for continued agricultural use.

Solar farms are examples of development which presents considerable opportunities for biodiversity enhancement measures across the site.

Construction would contribute around £3.5 million in gross value added to the economy.

The scheme would generate enough electricity to power approximately 10,000 homes per year as well as saving circa. 525,000 tonnes of CO2 over 35 years.
What Is The Development Of National Significance "DNS"?
The Planning (Wales) Act 2015 established a new category of development named DNS. Provision in the Act came into force in March 2016 which requires the Welsh Minister to determine DNS projects, with applications being made directly to them. The process for applying for a Development of National Significance is set out by the Development of National Significance (Procedure) (Wales) Order 2016 and subsequent Regulations.
